2. REQUIREMENTS:
Education: Graduation from an accredited four year college or university with a degree in accounting, finance, business or public administration or closely related field and six (6) years progressively responsible municipal finance work.
Licensing, Registration or Certification: Background check must be satisfactory.
Pre-employment screenings must be passed.
Must possess and maintain a valid WV drivers license.
Must be bondable.
Experience Four year degree with six (6) years progressively responsible municipal finance work.
Skills, Knowledge and Abilities: This position requires extensive knowledge of current accepted government accounting theory, principles and practices.
Extensive knowledge and experience with internal control procedures and management information systems. Practical knowledge and application of office automation and computerized financial applications.
Extensive knowledge of public finance and fiscal planning. Applicable knowledge of payroll and accounts payable functions. Working knowledge of budgetary, accounting and reporting systems, GAAFR, GAAP and GASB.
Ability to prepare and analyze complex financial reports. Ability to establish and maintain efficient and effective financial systems and procedures.
Ability to effectively supervise staff. Ability to establish and maintain an effective working relationship with employees, City officials and citizens.
Ability to communicate effectively both orally and in writing.

3. WORKING CONDITIONS: Most work is generally in an office environment. Noise level is usually quiet and environment is comfortable. May be required to occasionally deliver or retrieve items from off site locations. Few hazards exist with this position.
4. TASKS and DUTIES OF JOB: General Definition: Performs a variety of complex supervisory, professional, administrative and technical accounting and finance functions in maintaining the fiscal records and systems of the City.
1 Maintains the required confidentiality of work, much confidentiality required by state statute. All legal suits, court actions and personnel matters are also confidential.
2 Supervises the City accounting functions.
3 Administers the B&O and Business License ordinances.
4 Is responsible for accounts payable and accounts receivable.
5 Maintains all City banking records.
6 Manages and supervises assigned operations to achieve goals within budget constraints and available resources.
7 Plans, organizes and directs workload and staff assignments. Determines work procedures and expedites workflow. Studies and standardizes procedures to improve efficiency and effectiveness of operation. Responsible for assigned staff training, motivation and evaluation. Reviews staff progress, work and directs changes as needed. Coordinates department/staff activities with other departments and agencies as needed.
8 Provides leadership and direction in the development of short and long range plans, gathers, interprets and prepares data for studies, reports and recommendations.
9 Provides professional financial advice to the City Manager; makes presentations to supervisors, boards, commissions, civic organizations, City Council and the general public.
10 Completes hand payables for all funds, if required; validates and authorizes payroll; authorizes benefit leave and disciplines employees.
11 Assures that assigned areas of responsibility are performed within budget; performs cost control activities; monitors revenues and expenditures in assigned areas to assure sound fiscal control; assures effective and efficient use of budgeted funds, personnel, materials, facilities and time.
12 Maintains harmony among staff, co-workers, City officials. Reacts in a calm, reasonable and rational manner. Resolves employees grievances in accordance with policy.
13 Any and all other duties assigned by the City Manager.
